Authorizes up to $20 million in lottery bonds for the 2025-2027 biennium and up to $25 million for the 2027-2029 biennium to fund flood safety infrastructure upgrades along the Columbia Slough and lower Columbia River in Multnomah County

Eligible projects include upgrading levees, improving flood walls, pumps, pump stations, pipes, drains, and conveyance systems, as well as floodplain restoration and resilience

Establishes the Columbia Corridor Flood Safety Fund to receive bond proceeds, with the Oregon Business Development Department administering a grant program to disburse funds to the urban flood safety and water quality district

Requires the district to return grant moneys if project stages are not substantially completed by July 1, 2037, unless delays result from acts of God or state failure to distribute funds

Lottery bonds may not be issued after June 30, 2037
