Prohibits the use of leaded fuel (defined as fuel containing more than 0.05 grams of lead per gallon) to power racing vehicles at race tracks located in Oregon cities with populations of 500,000 or greater

Race track owners and operators in affected cities are barred from permitting any person to operate a racing vehicle powered by leaded fuel on their premises

Applies only to racing vehicles, defined as vehicles used solely for competition in sanctioned racing events

Becomes operative on January 1, 2026, with the Environmental Quality Commission and Department of Environmental Quality authorized to take preparatory actions before that date

Takes effect on the 91st day following adjournment of the 2025 regular legislative session
