Establishes a 17-member Task Force on Funding Public Safety to develop a plan for creating a statewide public safety funding authority in accordance with House Joint Resolution 8 (2025)

Governor appoints 9 voting members representing public safety community, State Fire Marshal, State Forestry Department, Oregon Department of Emergency Management, special districts, and Oregon Fire Chiefs Association, plus 4 nonvoting members; Legislature appoints 4 nonvoting legislative members

Task force must address state property tax processes including defining taxable property, exemptions, annual rate determination, assessment, collection, liens, appeals, and foreclosure procedures

Revenue distribution plan requires equal deposits into two funds (wildland-urban interface and non-interface), with 80% going to local public safety and 20% to state-level public safety

Implementation plan due to Legislative Assembly by December 15, 2027; act only takes effect if voters approve the constitutional amendment proposed by HJR 8 at the November 2025 general election
