Oregon Department of Emergency Management must develop a grant program to fund county-level disaster mitigation and recovery manager positions

Managers must build relationships with FEMA, city governments, community organizations, and other disaster recovery partners

Managers must create and maintain natural hazard mitigation plans and community wildfire protection plans in consultation with the Department of Land Conservation and Development

During and after disasters, managers coordinate recovery operations including activating contracts, assessing needs with cities and special districts, and directing resources to recovery groups

County participation is voluntary; declares an emergency for immediate effect upon passage
