Establishes the Oregon Individual Assistance Grant Account within the Oregon Disaster Response Fund, funded through Legislative Assembly appropriations and other deposits pursuant to law

Provides grants to individuals and households for basic emergency assistance costs (shelter, transportation, repairs, immediate needs) following state-declared emergencies that do not qualify as federal disasters

Covers individuals ineligible for federal assistance during federally declared disasters, plus crisis counseling, disaster case management, and legal services related to state-declared emergencies

Authorizes grants to locally established long-term recovery groups and funds administrative coordination costs for distributing assistance

Expands existing Oregon Disaster Response Fund to cover state-declared emergencies in addition to federally declared disasters, with required reporting to the Emergency Board or Legislative Assembly on expenditures
