Creates a work group of up to 25 members appointed by the Senate President and House Speaker to develop a framework for a multi-sector plan for aging, to be administered by the Department of Human Services.

Work group membership includes representatives from businesses, tribes, aging services providers, area agencies, health care providers, labor organizations, local governments, housing organizations, and consumer advocates for veterans, LGBTQIA+ older adults, and older adults with disabilities.

Work group must devise plan goals, develop implementation timeline, identify research and data needs, define success measures, and analyze existing services for older adults in Oregon.

Three reports required to Legislative Assembly committees on human services: initial progress report by December 1, 2025; second progress report during 2026 legislative session; final framework report by July 1, 2026.

Declared an emergency, effective immediately upon passage, citing that by 2030 Oregonians 65+ will exceed 1 million (21% of population) and by 2034 will outnumber children under 18.
