Oregon Business Development Department must create a registry of small businesses (50 or fewer employees) interested in receiving emergency preparedness, response, and recovery communications

Department will use the registry to inform businesses about emergency management programs and integrate small businesses into the state's emergency management strategy, collaborating with Oregon Department of Emergency Management and local/tribal agencies

Establishes the Small Business Resilience Program to provide grants for equipment, materials, or facility upgrades that strengthen emergency resilience

Program will offer technical assistance to help small businesses navigate state and federal emergency preparedness and recovery programs

Declared an emergency measure, taking effect immediately upon passage
