Establishes the Oregon Disaster Recovery Authority as an advisory group within the Office of the Governor, with at least eight members appointed from state agency leadership, local emergency managers, and emergency management experts

Governor may activate the authority when declaring a state of emergency under ORS 401.165; the authority can remain active even after the emergency declaration ends

When activated, the authority coordinates initial crisis services, recovery and mitigation efforts aligned with FEMA emergency support functions, and emergency funding distribution to local governments and private entities

Governor gains authority to hire additional state agency personnel during activation, bypassing standard state employment recruitment rules; these positions must be terminated when the authority is deactivated

Creates the Emergency Personnel Fund in the State Treasury, with moneys continuously appropriated to the Office of the Governor to compensate emergency personnel
