Removes the prohibition on county courts or boards of county commissioners from establishing justice of the peace districts that include any portion of the county seat or cities where circuit courts regularly hold court

Eliminates special exceptions previously granted to Baker, Crook, Gilliam, Grant, Harney, Morrow, Sherman, Tillamook, and Wheeler counties that allowed existing justice of the peace districts to include county seats

Retains the existing limit of no more than six justice of the peace districts per county

Retains county authority to require justices of the peace to be members of the Oregon State Bar as a qualification for office

Amends ORS 51.020 to expand local flexibility in establishing justice of the peace district boundaries
