Holders of a valid concealed handgun license (CHL) issued under ORS 166.291 and 166.292 are automatically qualified to obtain a firearm purchase permit without meeting standard requirements

CHL holders are exempt from fingerprinting, photographing, criminal background checks, and firearm safety course requirements when applying for or renewing a permit-to-purchase

The Department of State Police must charge reduced fees for CHL holders who skip the fingerprinting, photographing, and background check processes

Standard permit-to-purchase applicants must still complete background checks, fingerprinting, photographing, pay up to $65 in fees, and complete a firearm safety course

Permits remain valid for five years, and CHL holders renewing their permit can continue bypassing requirements as long as they maintain a valid concealed handgun license
