Raises adjudication fees for irrigation use from $2.70 to $4.10 per acre for the first 100 acres, power use fees proportionally, and mining/other use fees from $680 to $1,020 for the first second-foot

Declares an emergency for immediate effect, with retroactive application to July 1, 2025 if enacted after that date; includes conditional provisions if House Bill 3342 also becomes law
