Caps annual license fee increases for food establishments at 3% above the prior year's fee for establishments of the same type and gross sales volume, replacing a previous freeze tied to July 1, 2025 rates

Allows the Oregon Department of Agriculture to round license fees up to the next whole dollar when adopting fee rules, even if it exceeds the 3% cap

Limits license fee schedule changes to no more than once per year for the same license fee

Removes ORS 616.706 (food establishment licensing) from a group of statutes scheduled to have amendments become operative on July 1, 2026
