Authorizes the State Department of Agriculture to increase license fees by up to 10% for fiscal year 2026-27 and another 10% for fiscal year 2027-28, temporarily exceeding the standard 3% annual cap

Establishes a permanent 3% annual cap on license fee increases going forward, with authority to round fees to the next whole dollar amount

Limits fee changes to once per year for each type and class of commercial weighing or measuring instrument

Repeals section 4 of chapter 385, Oregon Laws 2019, and amends ORS 618.136 and 618.141 governing commercial instrument licensing
