Grants the Psychiatric Security Review Board full immunity from liability for claims arising from hearings on commitment status, sex offender classification, and firearm rights restoration

Provides immunity for board decisions regarding oversight, supervision, modification, and termination of conditional release plans for persons under board jurisdiction

Shields the board from liability for injuries or deaths caused by persons on conditional release or discharged from board jurisdiction, unless the board committed willful or wanton misconduct

Applies retroactively to all causes of action except those with final judgments entered before the effective date
