Establishes the Imagination Library of Oregon Program to provide one free book each month to children from birth to five years of age who reside in Oregon

Department of Early Learning and Care will implement the program by funding a 501(c)(3) nonprofit organized under Oregon law to manage operations and promote childhood reading statewide

The designated nonprofit must pay at least 50% of funds received to a national nonprofit foundation that mails age-appropriate books directly to eligible children at no cost to families

Creates the Oregon Imagination Library Account within the Department of Early Learning and Care Fund, with moneys continuously appropriated to support the program

Declared an emergency measure, effective July 1, 2025
