Exempts individually identifiable health information of Psychiatric Security Review Board clients from public disclosure under Oregon's public records law, with limited exceptions for statutory obligations, firearm background check reporting, judicial proceedings, law enforcement, emergencies, and deceased clients

Requires the Board to adopt rules specifying when client health information may be used or disclosed under the permitted exceptions

Prohibits denying a client or their personal representative access to the client's health information due to nonpayment of fees

Restricts third parties granted access to client health information from further disclosing that information except as authorized under this law

Amends ORS 161.336, 161.390, 419C.532, and 426.701 to update statutory references for confidentiality determinations to align with this new framework
