Public employers must grant preference points to veterans (5 points) and disabled veterans (10 points) on a 100-point scale during both initial application screening and application examination stages for civil service positions

Veterans and disabled veterans must submit proof of eligibility (DD Form 214/215, NGB Form 22/22A, or VA disability documentation) at the time of application to qualify for hiring preferences

Public employers may exercise discretion not to hire an otherwise qualified veteran or disabled veteran in the final selection stage based solely on merits or qualifications, but must provide written reasons for the decision

Veterans or disabled veterans who believe they experienced an unlawful employment practice must first exhaust remedies with the Bureau of Labor and Industries before filing a civil lawsuit

Repeals existing ORS 408.230, 408.235, and 408.237, replacing them with updated procedures that apply to selection processes undertaken on or after the effective date
