Oregon public universities and community colleges must have at least 65% of credit hours taught by full-time employees during the 2026-2027 academic year, increasing to 75% for the 2027-2028 academic year and thereafter

Each institution must report annually to the Higher Education Coordinating Commission by September 1, providing the percentage of credit hours taught by full-time employees and a list of courses taught by full-time versus non-full-time staff

HECC must submit an annual compliance report to the Legislative Assembly by December 31 each year

Applies to all public universities listed in ORS 352.002 and community colleges operated under ORS chapter 341
