Creates SPARC (Statewide Preparedness Authority for Response Coordination) within the Department of Public Safety Standards and Training to develop standardized emergency response training environments and maintain the All-Hazards Statewide Responder Database

Establishes the Commission on Statewide Intergovernmental Emergency Response Training Facilities and Programming to develop a six-year strategic investment plan due January 1, 2026, identifying at least seven satellite training facility locations

Creates the Task Force on Twenty-first Century Emergency Management Local Governance to evaluate models for local emergency management operations, with a report due January 1, 2026

Requires state agencies to designate Emergency Management Responsible Officers or Continuity of Governance Responsible Officers, and requires counties to submit biennial emergency preparedness reports to the State Resilience Officer
