Establishes a legislative funding goal of at least $10,000,000 from the General Fund for the Department of Veterans' Affairs, based on 2015 dollars adjusted for inflation.

Requires the Director of Veterans' Affairs to create 12 new full-time positions by July 2028, including coordinators for incarcerated veterans, houseless veterans, women veterans, addiction services, behavioral health, and a Veterans Employment Coordinator to assist separating service members within two weeks of discharge.

Directs the department to develop pilot programs pairing suicide prevention with workforce training in agriculture, fishery, forestry, and natural resources industries, funded through the Veterans' Services Fund, with a sunset date of January 2, 2028.

Increases the maximum individual grant under the Veteran Educational Bridge Grant Program from $5,000 to $10,000 and expands eligibility to include veterans experiencing financial hardship that endangers their enrollment.

Requires collaboration between the Department of Veterans' Affairs, Oregon Criminal Justice Commission, and Judicial Department to develop a plan for establishing veterans' courts in each county or judicial district, with a report due by September 15, 2026.
