Requires the Director of the Department of Consumer and Business Services to adopt building code amendments mandating specific seismic design features for new school facilities in 19 designated Oregon counties, effective January 1, 2027

New school facilities must include earthquake-activated automatic gas shutoffs, restrained pipe joints, emergency shelters of at least 2,500 square feet, backup electrical generators with 96 hours of fuel, and emergency potable water supplies

Applies to newly constructed elementary schools, middle schools, high schools, and community colleges with occupant loads of 250 or more persons; excludes day care facilities and religious institutions

Requires strong motion accelerograph installation in or near all school facilities in the seismic hazard region and site-specific seismic vulnerability evaluations for new school sites

State Resilience Officer must develop a model memorandum of understanding for emergency shelter use at school facilities and report progress to the legislature by December 31, 2026
