Department of State Police must establish public exchange stations at locations the Superintendent deems advisable for child custody transfers between parents/guardians and personal property exchanges

Stations must have camera surveillance providing complete visual coverage, with video stored for at least 30 days as a public record

Signage required to alert the public to the station's presence and inform them the area is video monitored with footage available through public records requests

Stations must be accessible to the public 24 hours a day, 365 days a year, with equipment maintained in working order

Department may charge fees for video records requests, except requests involving child exchanges cannot be denied for failure to pay
