Department of Veterans' Affairs must award one-time grants to nonprofit organizations that repurpose buildings for veteran housing, including temporary, short-term, or long-term housing programs

Eligible buildings must be either formerly public buildings, historically significant, or uniquely located to serve veterans, and the nonprofit must have incurred unexpected cost increases during repurposing

Establishes the Veterans Housing Construction Cost Reduction Fund in the State Treasury, separate from the General Fund

State Treasury must transfer 1.5 percent of moneys from the Veterans' Department of Veterans' Affairs Dedicated Lottery Fund to the new fund each biennium

Fund usage is restricted to purposes allowed under ORS 406.140 and Article XV, section 4f of the Oregon Constitution
