Establishes SPARTICIS (Oregon Statewide Preparedness Authority for Response Training and Intergovernmental Continuity of Imperative Services) within the Department of Administrative Services to oversee regional emergency facilities, stockpile coordination, training, and continuity of governance planning

Creates SPARC (Statewide Preparedness Authority for Response Coordination) within the Department of Public Safety Standards and Training to develop emergency response training facilities and maintain the All-Hazards Statewide Responder Database

Authorizes $60 million in lottery bonds for public safety project grants, with $20 million each allocated by July 1, 2027, to facilities in Salem, the CORE3 center in Deschutes County, and the Rogue Siskiyou Regional Training Center, plus additional competitive grants of up to $20 million each in 2030 and 2032

Requires all state agencies to designate employees as emergency management or continuity of governance liaisons, and mandates biennial county reports on emergency preparedness to the State Resilience Officer

Delays transfer of the emergency notification system to the Oregon Department of Emergency Management from July 1, 2025, to July 1, 2026, and takes effect immediately upon passage as an emergency measure
