Requires the Department of Veterans' Affairs, the Governor, and the Legislative Assembly to each fund ODVA at no less than the "minimum required funding level" from the General Fund each biennium

Sets the minimum funding baseline as the amount appropriated to ODVA in the 2015-2017 biennium (excluding debt service payments), adjusted for inflation using the Consumer Price Index for All Urban Consumers, West Region

Exempts these funding requirements when quarterly forecasts show General Fund revenues for the next biennium will be at least 3% below current appropriations

Exempts requirements when nonfarm payroll employment has declined for two or more consecutive quarters in the past 12 months

Exempts requirements when current biennium General Fund revenues are projected to fall at least 2% below the forecast used for the adopted budget
