Limits veterans' hiring preference eligibility to those who apply for civil service positions within 10 years of discharge from the Armed Forces, requiring proof of eligibility at time of application

Establishes a two-stage preference point system: 5 points for veterans and 10 points for disabled veterans during both initial application screening and subsequent application examinations

Allows public employers discretion to not appoint an otherwise qualified veteran based solely on merits or qualifications at the final hiring stage, but requires written explanation of the decision

Requires veterans to exhaust nonjudicial remedies with the Bureau of Labor and Industries before filing civil action for unlawful employment practices

Repeals existing statutes ORS 408.230, 408.235, and 408.237, replacing them with updated procedures for granting hiring preferences to veterans and disabled veterans
