Oregon Business Development Department may make grants to cities with populations of 35,000 or less for studying, developing, and capitalizing public transit systems

Eligible cities must meet criteria such as having a community college or public university with at least 3,000 full-time students, having a public-private transit agreement, or having strategic plans addressing healthcare access, housing-to-work transportation, and traffic congestion

Grant funds may be used for feasibility studies, establishing public-private partnerships for transit delivery, or initial capitalization of transit systems

Applicant cities must commit to developing a community-wide public transit system operational no later than 2036
