Appraiser Certification and Licensure Board must establish a grant program providing up to $2,000 each to newly certified or licensed appraisers who receive their credential on or after January 1, 2026, contingent on available funds in the board's account.

Board must create temporary certificates and licenses for real estate appraisal activity for individuals who have completed required education and a specified number of experience hours, with rules governing application process, fees, duration, and activity restrictions.

Temporary certificate and license holders gain authority to perform appraisals for various purposes including property tax appeals, wildfire damage assessments, land conservation appraisals, and manufactured structure valuations.

Grant program and temporary licensing provisions sunset on January 1, 2028, though temporary credentials issued before that date remain valid until their original expiration or January 1, 2030, whichever is earlier.

Takes effect on the 91st day following adjournment of the 2025 legislative session, with the new programs becoming operative January 1, 2026.
