Four state agencies (Higher Education Coordinating Commission, Oregon Department of Emergency Management, Oregon Health Authority, and Department of Public Safety Standards and Training) must collaboratively create a centralized electronic system to manage emergency volunteer information

The system must include capabilities for tracking volunteer credentials and licenses, conducting background checks, accepting donations, mobilizing volunteers via text/email, location-based check-in, and generating reports for federal reimbursements and grants

Oregon Department of Emergency Management will administer and maintain the system, using the existing OregonServes Commission volunteer management system as a starting point

ODEM must convene two statewide workgroups: one for periodic review of system standards and post-emergency performance, and another to develop recommendations for incentivizing private sector volunteerism and establishing volunteer training/certification standards

The Higher Education Coordinating Commission must develop policies to incorporate the system into OregonServes Commission activities in alignment with the FEMA National Response Framework
