State Forestry Department must establish the Western Oregon Regional Carbon Sink as a geographical area and plant 1,000,000,000 shrubs or trees within it by January 1, 2037

At least 25% of plantings must be designated for harvest at approximately 80 years of growth; another 25% must be designated for forest resilience and salmon habitat goals

Creates an 11-member Task Force on the Western Oregon Regional Carbon Sink to prepare a report with recommendations by September 15, 2026; task force sunsets December 31, 2026

Establishes a permanent Western Oregon Regional Carbon Sink Advisory Board (operative January 1, 2027) to advise the department on management of the carbon sink

Authorizes public-private partnerships to advise on planting locations, harvest sustainability, and preparation for longer harvest cycles
