Establishes the Oregon All Funds Crisis and Disaster Resourcing Task Force with seven voting members appointed by the Senate President, House Speaker, and Governor, plus nonvoting ex officio members including the Adjutant General, Superintendent of State Police, and Director of Emergency Management

Task force must review public and private funding sources for public safety and security, assess the value of existing taxes and fees, and evaluate outcomes from these funding sources

Requires recommendations to the Legislative Assembly for designing and implementing a strategic resources structure to address future public safety and security needs

Report due to an interim legislative committee on public safety by December 15, 2026, with the task force sunsetting on December 31, 2026

Declares an emergency, making the act effective immediately upon passage
