Establishes the Oregon Quality Education Model Modernization Task Force with nine members appointed by the Senate President, House Speaker, and Governor, including educators, parents, a business representative, and a non-parent community member

Task force must evaluate how the Quality Education Commission establishes goals and determines costs for staffing, technology, and transportation, as well as assess regional workforce requirements and private sector investment opportunities

Requires development of a baseline budget for public schools statewide and for each district, plus an additional 3% designated for direct classroom use at each district's discretion

Task force must identify funding needs at 80%, 90%, 100%, and 103% of the adjusted budget and submit a report with recommendations to the legislative education committee by September 15, 2026

Department of Education provides staff support; task force sunsets January 2, 2027; declared an emergency effective upon passage
