Establishes a 17-member Task Force on Secure Pipelines and Associated Storage Units and Terminals to study safe transportation, storage, and transfer of petroleum, natural gas, and other flammable substances

Task force membership includes the State Resilience Officer, State Fire Marshal, representatives from seven state agencies, local government emergency management officials, and four industry representatives from petroleum and natural gas sectors

Required study topics include state and federal safety standards, seismic vulnerability assessments, mitigation technologies and their costs for new construction and retrofitting, and recommendations for oversight authority during natural catastrophes

Report with legislative recommendations due to interim emergency preparedness committees by December 15, 2026; task force sunsets December 31, 2026

Declares an emergency for immediate effect upon passage; Oregon Military Department provides staff support and task force members serve without compensation
