Prohibits the Oregon Liquor and Cannabis Commission from approving full-service beverage container redemption centers located in industrial-zoned areas if the site is five acres or greater, or if development would trigger local government economic development planning requirements

Requires applicants to notify their state Senator and Representative of the proposed redemption center location and community engagement plan before approval

Mandates public comment opportunity before the commission determines whether a redemption center provides convenient service to the public

Authorizes the commission to deny or withdraw approval if a redemption center's negative impact on neighborhood livability outweighs the public convenience benefit

Takes effect on the 91st day after the 2025 legislative session adjourns
