Expands the System of Care Advisory Council membership from 25 to 29 members by increasing public member positions

Doubles family member representation from 2 to 4 seats for those with relatives who have intellectual/developmental disabilities, mental illness, or involvement in foster care or juvenile justice systems

Doubles youth representation from 2 to 4 seats for individuals age 25 or younger who have disabilities, mental illness, or child welfare/juvenile justice system involvement

Updates eligibility language for youth members from specific legal terms ("ward, youth or adjudicated youth") to broader "involved with the child welfare or juvenile justice system"
