Establishes the Interstate 5 Bridge Toll Account in the State Treasury, separate from the General Fund and State Highway Fund, with moneys continuously appropriated to the Department of Transportation for the I-5 bridge replacement project between Vancouver, Washington and Portland, Oregon

Authorizes the Oregon Transportation Commission to enter agreements with Washington State for the bistate bridge replacement project, which includes new multimodal river crossings, replacement/removal of existing I-5 bridges, interchange improvements, and multimodal travel enhancements

Requires the Oregon Transportation Commission to maintain toll rates sufficient to meet bondholder obligations, revenue declaration requirements, and credit enhancement device requirements for tollway project revenue bonds

Expands toll enforcement authority by allowing ODOT to enter agreements with units of government, private entities, or tribal governments to exchange information and refuse vehicle registration renewals for unpaid tolls, administrative fees, or civil penalties

Exempts tolls approved by the Oregon Transportation Commission and related administrative fees from the state agency fee approval requirements that apply between legislative sessions
