Adds a new exception to Oregon's ethics law (ORS 244.040) allowing public officials to receive compensation from post-secondary institutions for teaching one or more courses without violating the prohibition on using official position for financial gain

"Post-secondary institution" is defined by reference to ORS 348.180, which covers eligible post-secondary institutions

The exception joins existing carve-outs including official compensation packages, honoraria, expense reimbursements, unsolicited professional achievement awards, and legal expense trust fund contributions

Introduced at the request of Governor Tina Kotek for the Oregon Government Ethics Commission
