Expands the Justice Reinvestment Grant Review Committee from 7 to 10 Governor-appointed members, adding a public defense practitioner and two individuals with lived experience in the criminal justice system

Adds new program requirements to ensure the Justice Reinvestment Program effectively serves all populations, including historically underserved populations, in an equitable manner

Modifies grant application review process so the Oregon Criminal Justice Commission may either approve applications or return them to the committee with specific instructions, but may only return an application once

Requires at least 10% of grant funds be distributed to community-based nonprofit organizations serving crime victims, with priority for culturally specific organizations and culturally responsive services
