Required notification recipients include the Oregon Health Authority, affected city/county governments, patients who received services within the past three years, impacted employees, and the public

Public notice must be posted at all hospital entrances and distributed via press releases to local and statewide news media

Oregon Health Authority may impose civil penalties up to $500 per day for violations of the notice requirements

Civil penalties cannot be passed on through rate increases or third-party payer reimbursements
