Oregon Health Authority must implement a real-time notification system for emergency departments to identify patients with hemoglobinopathies (including sickle cell disease) and provide contact information for hematologists, subject to funding availability

Program implementation deadline is May 1, 2026, with the act taking effect 91 days after the 2025 legislative session adjourns

OHA must consult with stakeholders including hospital representatives, community organizations serving sickle cell patients, public health organizations, and healthcare providers (hematologists, emergency physicians, nurses, EMTs, paramedics)

A report on stakeholder input and program status must be submitted to legislative health care committees by March 1, 2026, and may include legislative recommendations

The stakeholder consultation requirements expire on January 2, 2027
