Oregon State University Extension Service and College of Agricultural Sciences must conduct a statewide study on PFAS (perfluoroalkyl and polyfluoroalkyl substances) in biosolids applied to agricultural fields that do not produce crops for human consumption

Study will measure PFAS concentrations in biosolids from wastewater treatment facilities, soil profiles of fields with and without biosolid application, and crops grown on those fields, in collaboration with the Department of Environmental Quality and wastewater providers

Participation by wastewater providers, farmers, and landowners is voluntary, and reports must use aggregated data that does not identify specific locations or owners

Progress report due by December 15, 2026 and final report due by September 1, 2028 to legislative agriculture committees; study provisions expire January 2, 2029

Appropriates $410,000 from the General Fund to the Higher Education Coordinating Commission for distribution to OSU to conduct the study, effective immediately upon passage as an emergency measure
