Land Conservation and Development Commission must amend the statewide land use planning goal on "citizen involvement" by June 30, 2029, with an advisory committee delivering draft recommendations by June 30, 2027.

Advisory committee of up to 25 members includes representatives from racial justice organizations, environmental justice groups, cities and counties of varying sizes, tribal members, agricultural interests, renters, homebuilders, and the public.

Goal amendments must address barriers to public participation related to race, age, socioeconomic status, disability, geography, language, and technology, and must rename the goal to reflect broader public engagement including environmental justice communities.

Department of Land Conservation and Development must submit recommendations on the goal amendment process to legislative committees by December 31, 2026, with an interim report by August 1, 2026.

Establishes the Public Involvement Goal Update Fund with General Fund appropriation; provisions sunset January 2, 2030, with emergency clause for immediate effect upon passage.
