Removes the 11% cap on the percentage of a school district's average daily membership (ADM) that can receive additional state funding weight for students with disabilities eligible for special education

Maintains the 1.0 additional weight per special education student in the State School Fund distribution formula, but eliminates the requirement for Department of Education review and approval when exceeding 11% of district ADM

Appropriates an unspecified amount from the General Fund to the State School Fund for the 2025-2027 biennium to support the expanded funding

Requires the Department of Education to submit a report by May 31, 2027 comparing special education funding and expenditures by school district between the 2023-2025 and 2025-2027 biennia

Declares an emergency with an effective date of July 1, 2025, applying to State School Fund distributions beginning with the 2025-2026 school year
