Prohibits any person from establishing or operating plastic conversion or depolymerization facilities in Oregon, including those using gasification, pyrolysis, combustion, solvolysis, enzymatic breakdown, or other processes that change the molecular structure of plastic waste

Bans state agencies and local governments from providing subsidies, grants, tax expenditures, or any other financial incentives to support plastic conversion or depolymerization technologies or facilities

Exempts producer responsibility organizations from paying contamination management fees or processor commodity risk fees to plastic conversion or depolymerization facilities under Oregon's existing recycling programs

Covers facilities that convert plastics into fuels, energy, chemicals, waxes, lubricants, chemical feedstocks, crude oil, diesel, gasoline, or home heating oil

Takes effect on the 91st day following adjournment of the 2025 regular legislative session
