Requires newly constructed commercial, multifamily (10+ units), and mixed-use buildings within Clackamas, Multnomah, and Washington Counties to include electrical service capacity for EV charging at minimum 20% of parking spaces

Mandates multifamily and mixed-use buildings with 10+ residential units install Level 2 or Level 3 EV charging stations ready for use in at least 5% of parking spaces (minimum one station)

Defines "metropolitan jurisdiction" as cities, counties, or local government bodies within the Portland tri-county area (Clackamas, Multnomah, Washington Counties)

Allows metropolitan jurisdictions to require EV charging capacity exceeding the 20% minimum through local land use processes

Requirements take effect July 1, 2026, applying to building permits submitted on or after that date; townhouses are exempt
