Environmental Quality Commission must establish a rebate voucher program for electric bicycle purchases by Oregon residents age 16+ who are currently or recently (within 12 months) enrolled in state medical assistance programs

Rebate vouchers cover up to $1,200 for qualifying electric bicycles, helmets, and locks purchased from Oregon retailers, with a limit of one voucher per qualifying individual

Electric Bicycle Incentive Fund established in State Treasury, with no more than 10% of deposited funds per biennium allowed for administrative expenses

$6,000,000 appropriated from the General Fund for the 2025-2027 biennium to fund the program

Department of Environmental Quality must coordinate with Department of Human Services and Oregon Health Authority to enable applications through the Oregon Eligibility (ONE) system
