Appropriates $170,000 to the State Department of Agriculture for distribution to the Invasive Species Council to facilitate interagency rapid response exercises ($150,000) and develop an emergency declaration framework with clarified agency roles ($20,000)

Declares an emergency with an effective date of July 1, 2025, for the 2025-2027 biennium
