Raises boat livery fees for operators with 5+ boats, including per-boat fees increasing from $10 to $13 and waterway access permit fees scaling from $100-$340 based on fleet size

Removes the 10-foot minimum length requirement for nonmotorized boats requiring waterway access permits, while adding an exemption for boats under 10 feet engaged in whitewater recreation on designated waters
