Public Utility Commission (PUC) proceedings will now follow standard Oregon Administrative Procedures Act requirements (ORS 183.413 to 183.470), removing previous exemptions that applied specifically to the PUC

Final PUC orders and orders on integrated resource plans, clean energy plans, or competitive solicitations must include clear findings of fact, statements demonstrating legal standards were met, and resolution of all material issues raised on the record

Courts may set aside, modify, or remand PUC orders that fail to meet the new findings and reasoning requirements, in addition to existing grounds for judicial review

Repeals four existing PUC-specific procedural statutes (ORS 756.450, 756.512, 756.521, and 756.543), including provisions on binding rulings, complaints, and oaths

Changes apply to PUC hearings, proceedings, and orders issued on or after the effective date of the Act
