Establishes a 15-member Task Force on Reparations to study and develop proposals for financial and nonfinancial reparations for Oregonians of African-American descent

Governor appoints 11 members representing reparations advocacy groups, civil rights organizations, labor, faith communities, higher education, historical research institutions, civic organizations, and the Commission on Black Affairs; legislative leaders appoint 4 members from the Senate and House as nonvoting advisors

Task force must identify governmental actions causing harm across 12 categories of systemic discrimination including enslavement, housing segregation, political disenfranchisement, the wealth gap, and an unjust legal system

Final report with findings and legislative recommendations due to an interim committee on human rights by September 15, 2026

Task force sunsets December 31, 2026; takes effect 91st day after the 2025 legislative session adjourns
